Why there is not one in place is self explanatory, nonetheless change needs to happen. How one goes about making these changes is beyond me, any lawyers out there? The medical system is there so that people can go to the doctor when they need to, when people complain because they can't that is not the doctors fault most of the time, but the fault of those who abuse the medical system.
